The Hidden Dangers of Hauling Fireworks: What Carriers and Drivers Need to Know

The Fourth of July is one of the most celebrated holidays in America, and fireworks are at the heart of it. But before those dazzling displays light up the sky, they have to get there safely — and that’s no small task. Fireworks aren't just cargo—they're hazardous materials

Consumer fireworks are classified as Division 1.4G explosives under the Hazardous Materials Regulations enforced by the U.S. Department of Transportation. That means hauling them isn’t as simple as loading a truck and hitting the road. Shipments must include proper shipping papers with the correct UN identification number, hazard classification, packing group, and net explosive mass. Packages must be securely loaded, blocked, and braced to prevent movement, and kept away from any potential ignition sources.

For loads of 1,001 pounds or more, drivers are required to hold a CDL with a hazmat endorsement, and vehicles must be placarded with “EXPLOSIVES 1.4” markings on all sides. Carriers are also required to develop and implement security plans addressing personnel security, en route security, and protection against unauthorized access.

The stakes for getting it wrong are steep. Violations of these regulations can result in civil penalties of up to $110,000 and criminal penalties of up to $500,000 and 10 years in prison.

Why compliance matters so much

These rules exist for good reason. Fireworks-related explosive devices and improperly handled materials can cause severe injuries or even death, not just to the public but to the drivers and carriers transporting them. Every year, federal agencies like the ATF and FMCSA ramp up enforcement and inspections around the Fourth of July specifically because the risks increase as more fireworks move across the country.

From late June through early July, FMCSA conducts nationwide roadside inspection sweeps targeting commercial vehicles hauling Class 1 explosives, checking everything from permits and shipping papers to load securement and placarding. It’s a reminder that hauling fireworks isn’t a job for just any carrier — it takes training, preparation, and a deep respect for the cargo.
